Lord empowers him or her for His service. We cannot achieve unaided and unchanged what the Lord would have us do. Of course all baptized Christians are a new creation. But I believe for the shepherding of God's flock, those shepherds called need special grace to empower them to that end. Paul wrote that Christians are not given a spirit of fear, but of power. This is for every Christian, and especially for the ordained.
